When I went to Europe, within the major cities I used the subways. They weren't expensive and were very convenient.
Yeah. When I went to London, we always used the Underground. (I think that's what they call it.) Definitely the way to go. Every once in a while we'd use a taxi, but the subways are the best.
I know a lot of people who studied abroad and the universities had programs for them. Also there are some websites with really cheap tickets to like fly or take a train to another country for a weekend and cheap hostel rates in good parts of towns. I think they are specifically for study abroad people, but I have never used it. Once you get there it will be obvious and you will talk to other study abroad students as well as locals.
I wouldn't use the metro or undergrounds much if you go to big cities. They are reliable and an okay price, but you see so much more walking! Only use it if you have to get across town. Or if you are lost. Also beware of when they stop running, sucks to have to walk across town in the dark or pay for a taxi.
I think you are really looking for between city travel though which I have no experience with (yay for school planned charters). From what I understand flying is the cheapest, and train prices are pretty steep. Renting a car is also an option, but I'm not sure about the price and it might not be as quick. No idea about buses. Again the universities will likely provide you with options.
And if you are in any of the cities which have fat tire bike tours, check them out! Their guides are mostly Aggies and Longhorns. So much fun and awesome information.

I'll send you Mona and Glen's email address...they lived in London for 7-8 years and traveled quite a bit around Europe while they were there. They can probably give you some good pointers. I would shy away from the Underground...lots of pickpockets, etc. Just ask Mona.

I know I don't know you or anything, but I found your blog from a Bilbao search, but here's my two sense:
When I studied in Bilbao, I found the best way to travel was to buy 5-10 euro metro cards for the city itself. They work for the bus AND the metro, and they're a better deal if you buy them 5-10 euro at a time verses paying for just one trip. One trip may cost 50 cents, but if you buy 5 euro, each trip is only 38 cents, for example. I was there two years ago, prices may have changed.
And then for traveling within Spain itself, the bus is the way to go. Everybody rides the bus in Spain becuase its safe, clean, and cheap. I think it was 6 euro for a four hour ride to Madrid. Great deal.
For traveling outside of Spain, flying is great. I had a round trip to Rome for 40 euro. Check out RyanAir and other 'discount' airlines. Usually they have two or three free seats per flight- the only thing you would have to pay is taxes. Bilbao doesn't service most of these airlines, you have to take a bus an hour west to Santander and catch flights to London, Rome, Paris, etc.
You will figure it out. It's REALLY easy, and people in Spain LOVE HELPING. They're very kind.

When we went to London and Paris, we traveled both the underground and above ground transportation in London. I even traveled the underground by myself. No one bothered me and I felt safe the whole time. I used it to get around London all day long.
The Euro Train is what we took over to Paris. It is fast and takes only 4 hours to get from London to Paris.
Be sure and buy passes for the above ground and undergound. They are better than actually day tickets. The passes allow you to ride both the underground and the above ground transportation. It is a lot cheaper.
